The Emergency Management Regional Program Manager aids in the coordination of the clinical/technical/scientific operation of the emergency management, disaster response and business continuity program for a region of the SCL Health System and health networks in that geographic area. 

Develops, coordinates, and implements emergency operations plans and operating procedures within the assigned region acting as subject matter expert on healthcare emergency management, ensuring that regional emergency management program integrates with the enterprise emergency management program.

Supports SCL Health care site(s) on declared emergencies and activation of the Hospital Command Centers within the region.

Leads the development of long-term strategic plan including the identification of program goals and tasks. 

Develops and implements educational and training strategies to support Emergency Management activities. 

Develops resource management procedures.

Ensures regulatory compliance for Care Sites within assigned region and integrates with the enterprise.

Collaborates with State and local public health departments and medical providers in with their initiatives for emergency management and disaster response plans.


  • Associates degree in related discipline.  Five years of experience in combination with relevant courses may be substituted for an Associate degree (e.g. CHEP, FEMA Emergency Management Institute courses).
  • Successful Completion of the Emergency Management Institute Professional Development Series (IS 120.a, 230.d; 235.b; 240.b; 241.b; 242.b; 244; b)
  • Successful completion of Homeland Security Exercise and Evaluation Program (HSEEP)
  • Two years’ recent experience in emergency management, including experience in successfully managing projects at the highest technical and tactical levels, coordinating multi-discipline projects.
  • Previous experience in developing and presenting education programs for large groups
  • Trained in Hospital Incident Command / NIMS: ICS 100, 200, 300, 400, 700, 800.



  • Successful completion of the Emergency Management Institute Master Exercise Practitioner Program (MEPP)
  • Successful completion of the Certified Healthcare Emergency Professional (CHEP) or similar
  • Certified Emergency Manager (CEM) or Certified Hospital Emergency Professional (CHEP) designation
